Structured interview is not only a widely used personnel assessment tool, but also the main ways of civil servant interview, the quality and efficiency of civil servant enrollment examination depends on its scientific and rationality. With the civil servant enrollment examination's scale gradual enlarge, structured interview is realized and concerned by the society gradually, the other hand this gives higher requirements and becomes a stronger challenge to structured interview of civil servant at the same time. The reliability and validity are critical indexes of structured interview's assessment function, though study for the reliability and validity to avoid misunderstanding and operational problems in practical application. Exploring effective and feasible measures to promote scientification and standardization of evaluation work about civil servant interview, it also beneficial to enhance vitality and credit of government.At present, the results show that reliability and validity of structured interview is higher in numerous interview methods. But now we can't get more cognition about its limitation and implicit value. Therefore, we must think form different perspective ,just like entirety,criticism,system and reflection. Strengthening and re-examining evaluating means on structured interview.This paper consists of four sections. It firstly clarified the research background, theoretical and realistic significance of structured interview, also introduce the present research situation on structured interview at home and abroad; secondly introduce the connotation of structured interview, then analysis principles and functions of evaluation, explore theoretical and practical values of fairness in structured interview; the third part through a case study of Chongqing civil servant structured interview, complete Statistic Analysis of Variance by SPSS software, use diversity test and relativity analysis present necessity and feasibility of optimizing structured interview. This part synthetically adopted the variety method of statistics make study more scientific and precise. Accompany with promote the position and deepen the test of Chongqing, the research has realistic instructive significance; part four get the result of empirical analysis, then proposes some recommendations to perfect structured interview, including interview institution building , scientific setting evaluation elements, strengthening construction of interviewers contingent, perfecting the assessment mechanism of structured interview.
