Human resources of each country, each organization are the driving force for growth and may be barriers to the development as well. That is due to the fact that without being properly attended, human resources not only affects development motivation but also raise many consecutive negative issues. Vietnam is in the process of reform, including reform of human resources policy in general as well as state administrative agencies in particular. Besides the remarkable achievements, outstanding issues should be solved thoroughly, in which a prevailing situation is decreasing motivation of administrative civil servants. The situation is getting worse and worse, and becomes the focus of all levels of industry and society. It is also happening to the public administration (PAR) in Phu Yen province. This needs cooperation and coordination in action between all levels of government and society.Based on the basic theory related to motivation, the author has studied motivation of the PAR team in Phu Yen province and find out the causes of the decline of motivation of civil servants (CS) in the province’s administrative agencies. Based on these, an analysis of subjective and objective factors that limit the motivation of the CS is implemented, which focuses on research issues:professional qualifications, economic status, employment status, training policies, wage policies and regimes promotion, assessment, rewards for civil servants, job characteristics, work environment, social recognition of CS status, market labor, etc.From the results of the study authors point out some specific solutions that are feasible in creating motivation for PAR Phu Yen province. Hopefully thesis will be a small contribution in the development of human resources to the province.
