The implement of the undergraduate village official plan was first tried out in Jiangsu province in1995, then make experiments in several provinces, and gradually implemented widely at the present stage, which fully embodies the state’s emphasis on rural grassroots work and determination that our country develops talents for social development from the grassroots level. A growing team of undergraduate village officials becomes an important new force for the construction of rural grassroots, who practice and improve themselves in the grassroots. However, the implement of the undergraduate village official plan also arises some problems need to be solved. The re-employment of undergraduate village officials after expiration is an important problem for the undergraduate village official and the society. The state has always paid close attention to the re-employment of undergraduate village officials after expiration. In2009, the Organization Department of the Central Committee of the CPC put forward five ways after expiration as listed:remain in village office, choosing to be a civil servant, entrepreneurship, pursuing advanced studies, re-employment. But, from undergraduate village officials’ current situation of expiration flow, effects of those five policy ways are relatively low, and a large part of undergraduate village officials think the ways for expiration are not smooth. In order to achieve effective flow after expiration and make undergraduate student village officials have a satisfying start for re-employment, so it is very important to know their re-employment intentions.When undergraduate student village officials choose ways after expiration, their re-employment intentions after expiration face the conflicts between ideals and reality, which are the synthesis of the subjective wishes and the rational choices, but when the subjective wishes are difficult to come true, they tend to make rational choices. The undergraduate student village officials’ subjective wishes focus on the work within the establishment which provided by the related superior departments’ direct upward recommendation, which shows their strong dependences on the policy. They make the rational choices after weighing the objective environment, such as choosing to be a civil servant and selection of the first secretary, but whether they can achieve requires village officials themselves to make more efforts. Re-employment intentions of undergraduate student village officials reflect their personal career preferences and choices, but there still mirrors some problems behind these intentions. Their re-employment intentions after expiration focusing on Civil Servant system leads to their narrow ways of expiration potentially. At the same time, there is a social phenomenon that can not be ignored that undergraduate student village officials show strongly personal interests and they prefer for their paths to political office which shows their serious official standard thought. A large part of college students village officials when they choose ways after expiration feel confused and helpless, which these negative ideologies go against giving full play to their own subjective initiative and are bad for their smooth re-employment after expiration. The external environment of the implement of the undergraduate village official plan exist objectively which produce a great impact on their inner states of mind and their re-employment intentions, for example, the uncertainty of the society, rural of the rural organizations, and the less ideal implement of the undergraduate village official plan. The undergraduate village officials own psychological distresses, such as egoistic psychology, springboard psychology, passive psychology and dependent psychology, also affect their re-employment intentions after expiration. Whether undergraduate village officials smoothly flow after expiration is related with the long-term development of the undergraduate village official plan and the stability of the society. To achieve smoothly flow after expiration, on the one hand, it needs the orientation of national policy and the society widespread support, on the other hand, undergraduate village officials should give full play to their own subjective initiative and make life planning for smooth flow after expiration.The paper serves undergraduate village official as the research subject and make their re-employment intentions after expiration as a research starting point, which has an important guiding significance to smooth flow after expiration. On the one hand, targeted policy can improve policy enforcement of undergraduate village official re-employment after expiration, on the other hand, making the corresponding policy support and social response based on understanding undergraduate village officials’ re-employment intentions after expiration, which is also an important manifestation of people-oriented management concept advocated in our country. National policies make more consideration for physiocratic policy beneficiaries’ needs, which not only significantly increases the policy support and implementation effects, but also make the policy beneficiaries feel valued that in turn stimulates their work enthusiasm and passion. From this level, the undergraduate village official re-employment intentions after expiration is a realistic guiding significance for the whole way-out policy of the undergraduate village officials, and may lay an important basis for the long-term development of the implement of the undergraduate village official plan.
