County Government Powers And Financial Mismatch Problem Research

This paper’s object of study is the conflict between the publicresponsibility and financial condition of the government at thecounty level. It discusses the background, reasons, mechanisms andnegative effects; points out the key causes of the problem; and putforward corresponding countermeasures. The paper draws theconclusion that the conflict between the public responsibility andfinancial condition of the government at the county level is causedby intergovernmental public responsibility moved down andfinancial capability moved up. In the condition that the publicresponsibility among all levels of government is lack of clear legalprotection, through the authority of the government at a higherlevel and with the appointment of cadres and personnel power,provincial government throws the public responsibility down to thecounty level government. At the same time, the provincialgovernment gained the right to design the financial system underthe provincial governments. Due to financial self-interest, theprovincial government took the financial and material capabilityup.The paper is mainly divided into four parts to analyze:Section1: Introduction. Summarizing the limitations of thecurrent research of the conflict between the public responsibilityand financial condition of the government at the county level: first,the current research focus on the effect of tax sharing systemreform but neglect the horizontal and vertical position thegovernment at the county level is in. It is not enough comprehensive and accurate; second, the measures purely from theperspective of finance to solve the conflict between the publicresponsibility and financial condition of the government at thecounty level is not comprehensive enough. The innovation of thispaper lies in that it will analyze the problem from the perspectiveof political science comprehensively and find the deep reason ofconflict between the public responsibility and financial condition ofthe government at the county level.Section2: The overview of the conflict between the publicresponsibility and financial condition of the government at thecounty level. The conflict between the public responsibility andfinancial condition of the government at the county level refers tothe county level of government is responsible for a large part ofresponsibility and possess a few financial and material capacity. Ithas big financial stresses, including the heavy government debtburden, the deficit in public service responsibility; thetransfer-payment system cannot be implement and the outstandingland finance problem. Through the authority of the government at ahigher level and with the appointment of cadres and personnelpower, the government at the provincial level throws the publicresponsibility down to the county level government successfully. At the same time, the provincial government gained the right to designthe financial system under the provincial governments. Due tofinancial self-interest, the provincial government took the financialand material capability up. So the solving idea about “reform to putcounty public finance directly under the supervision of provincialgovernments” can just eliminate the role of municipal governmentsin the process of financial and material capability up, but notenough to solve the problem radically.Section4: The route choice to solve the conflict between thepublic responsibility and financial condition of the government atthe county level. This problem is not only a financial problem, butalso associates the intergovernmental relations, personnelappointment system with centralized system of political issues. Sothe route choices can not only starting from the financial thought,but to analyze the situation of the public responsibility andfinancial condition of the government at the county level from theperspective of political science comprehensively. This paper bringsforward improvement measures: Define the public responsibility ofthe government at all levels clearly and reasonably. Perfect theincentive and constraint mechanism of government officials. Adjustthe intergovernmental financial division reasonably and furtherpromote the reform of financial system under the province level.
