Research On Functional Position Of Public Archives In The Perspective Of Synergetic Government Theory

Archives formed in the process of public management is a valuable national information resource. In the21st century, traditional archives management is no longer adapted to the development of society and advancement of technology. Public archives are facing the opportunities and challenges of our country. Archival Opening and utilization reflect on the respect and protection of the citizens’insider right with the increasing demand for use of archives. Public archives should re-examine their own pursuit of value and the surrounding social environment to adjust their subject roles and functions under the background of building service-oriented government and the guidance of people-oriented service concept.Through the study of current situation and the main existing problems, this paper argues that Chinese public archives still exists insufficient which need to be perfect in management system, values and informatization. Then this thesis makes some references based on the analysis of the development between some foreign advanced public archives and our own. Also the author takes the example of the Nansha District Archives, studies its development, describes the existing problems, and analyzes the cause of the problem.Today synergistic government becomes a model of the public management forms in the world. It’s an orderly and synergistic form which can optimize use of resources and maximize the public interests. Based on the theory of synergistic government, the paper makes the point that the functional position of public archives in the new era should be that of an information resources storage center, information resources utility data center and archives information sharing center. Under the ultimate goal of building service-oriented government, public archives should take the "people-oriented" concept as the starting point of all work, strengthen cooperation with other organizations, apply advanced information technology, and make every effort to provide seamless public archives service with integrating archives resources.
