Study On The Construction Of Service-oriented Government In Chongqing Under The Perspective Of Scientific Development

This paper focused on the study of the construction of service-oriented government in Chongqing under the perspective of scientific development, we standardized the understanding of service-oriented government by defining the connotation and further investigation on the theoretical basis of service-oriented government. Based on Chongqing, we adopted experiences from home and abroad,meanwhile, in-depth discussions on the problems existing in the building process of service-oriented government have been conducted. And we put it as a research starting point of the thesis. The cause of problems has been analyzed from different angles by combining theoretical analysis with empirical analysis, and on this basis, we provide innovative ideas and policy suggestions for the construction of service-oriented government.The main content of this paper:Part1:Research design (Chapter1), in this part, we focus on the analysis of the background of service-oriented government and putting forward the specific problems in the research, so that we can determine research thought and methods from the general direction and predict the innovation points of this paper.Part2:Theoretical research (Chapter2to3), Chapter2mainly discussed the standardizing of the connotation of service-oriented government through summarizing the basic construction principle, the essential attribute and the key feature of service-oriented government. Domestic scholars have different opinions on the choices of service-oriented government’s theoretical basis, by analyzing the issues, we propose the theory of service-oriented government is solidly based on Marxist theory of government; we take the idea-"Serve the People " proposed by Mao Zedong as its original motility; Deng Xiaoping’s "Leadership is service" concept as necessary support; Jiang Zemin’s idea-"Governing a country by law" as the correct direction;"Scientific Development Perspective" proposed by Hu Jintao as direct guidance; also we use "New Public Service" as reference, then a service-oriented government theory with Chinese characteristics is formed. In Chapter3,4typical foreign countries were chosen, including America, Britain, South Korea and Singapore, we summarize the successful experiences on public service system construction of these countries. In domestic, we chose Nanjing, Changsha, Chengdu as typical cites, and also learn from their experience on the construction of service-oriented government.Part3:Empirical research (Chapter4), in this chapter, we took Chongqing as an example. By researching on the government work report and construction practice, we summarize the current situation and achievements of the construction of service-oriented government; also we discussed some important issues, such as how to correctly grasp the connotation of the government, system construction, the quality of civil servant. Then we analyzed the cause of the problems, and divided it into4types, including historical reason, economic reason, system reason and artificial reason, ultimately, we discussed these reasons separately.Part4:Policy research (Chapter5), we put forward new ideas on the construction of service-oriented government in Chongqing, set up the corresponding target systems, such as innovation-oriented government, accountable government, law-oriented government, and incorrupt government. We established the basic strategy, and provide several suggestions, including changing the government functions, introducing market competition mechanism, improving personal quality, establishing requirements analysis mechanism and loop feedback mechanism, and comprehensively promote the construction of service-oriented government in Chongqing.
