On Construction Of Service-oriented Government Within The Scientific Development View's Frame Of Reference

It is a tide of an administrative reform of the world to construct the service-oriented government. Since the seventies and eighties of the 20th century, the government all around the world has regarded building and structuring the service-oriented government as the main goal of government's reform. It is also the long-term strategic objective of the reform of Chinese Government to construct the government which serves the people and the society. On the basis of analyzing gradual history of the administration management and the emerging of the service-oriented government, this paper defines the connotation of the service-oriented government, describes general characteristics and distinct Chinese characteristics of the service-oriented government in detail, and analyzes the historical necessity of constructing the service-oriented government in China. The Third Plenary Session of the 16th Party Central Committee of CCP has proposed the scientific development view in good time. The scientific development view is a brand-new theory of guiding social economic development. Constructing service-oriented government must be within the scientific development view frame of reference, the two have common practice foundation, and they are all to promote man's all-round development. Therefore, this paper attempts to analyze the relation between the scientific development view and the service-oriented government's construction and inherent consistency. Since entering into WTO, the whole country raises the upsurge of constructing the service-oriented government; we have achieved a lot of practical experience in constructing the service-oriented government. More emphases are laid on the follow two aspects in academic circles at present. Namely, what kind of government is to construct? How to construct the service-oriented government? We may ignore more than problems that exist in practice. So, on the basis of recommending general situations of construct the service-oriented government and concrete cases in China, the fifth part of this paper announces problems and predicaments existing in the service-oriented government's construction in our country. And then, this paper describes the objective orientation of service-oriented government's construction of our country from seven respects. Finally, this paper puts forward constructive measures and countermeasures of constructing the service-oriented government in China, especially puts emphasis on the innovation of idea, system and mechanism, on adjusting the policy of the expenditure, on deepening the reform of "two lines of revenue and expenditure", on constructing the financial system of public service-orientation, on constructing the supervision system, it is joint efforts to supervise to the government.
