Research On Community Governance In Function Model Of Government-Guiding

A community is a basic unit of a city, and the important foundation of construction of socialist society and harmonious society. During the period of economic transition and systematic transition, it is helpful theoretically and practically for improvement of administration of society to explore the mode of community governance, which is suitable for our country. Since the 90s of the 20th century, China has experienced the development of constructions of communities for more twenty years, and got many practical achievements. However, due to the transformation from an agricultural society into an industrial one, and then to a post industrial one, great changes took place in the urban society in China, such as the tendency of diversification in the function of social service, the multi-benefits-entities, and the coexistence of sorts of complicated and uncertain social factors. The traditional mode of community governance, in which the object, task and basic requirement of governance are simplification and don't meet the need of the real community governance, fails to keep abreast of the times. Therefore, at the present time, the key to community governance is to find a community co-governance by multi-entities. In other words, the community multi-entities take part in the co-governance through the instruction and coordination of the government, of which the essence is the transformation from the mode of community governance dominated by government to the one guided by government. On the basis of Service-Administration Theory and the three frameworks of government functions, the present thesis expounds a mode of community governance initiated by government, which is different from the traditional one, through the analysis of the experience of community governance abroad and home. With the help of the mode of community governance initiated by government, the government functions are shifted; the trusting relationships between government and the community organizations are built. Therefore, the equality, interaction and cooperation between government and community organizations come true. Furthermore, under the circumstance of social transformation, innovation of Chinese social management mechanism will be advanced further.
