With the expansion of enrollment, the number of teaching equipments and the teachers ofcollege is obviously insufficient. In this case, the Ministry of Education puts forward the excellentcurriculum construction project (cnpec) which is used to let the teachers and students share thehigh quality educational resources to improve their education quality. Through the curriculumconstruction, encircle how make the information technology played the supporting role in theteaching process to let the information technology to to create better conditions for teachers andstudents. In recent years, the local normal colleges take much care on the constructions of theexcellent curriculums and the capital investment have increased. According to the studies of relatedcolleges, most colleges pay much more attentions to the students’ autonomous learning while less tothe development of students and teachers. This paper discusses the importance of both teachersand students’ development, which is playing a very important role on how to design excellentcurriculum network learning development mode of teachers and students for the current schooleducationIn this paper, the first chapter briefly introduces the Institutions of higher learning courses specific connotation and basic characteristics of constructing quality courses in the nowadays. The second chapter analysis joint development courses study effect and status respectively, and the third chapter focus on the construction of top-quality courses of both teachersand students learning strategy training and the application of integrated models which is including three aspects:first is the common development learning of the teachers and the students, second is the common discussion and consultation of both the teachers and students, third is the teachers conduct students’ develop thire innovative learning. The fourth chapter isapplied to" the scientific research method of education" course, and the strategy of specificapplications in professional courses in the process of practice, to verify the effectiveness ofthe strategy, and make a detailed summary on curriculum implementation.
