For historical reasons and with the sustainable development of economy, the unbalanced development in the stage of compulsory education, especially the discrepancy between schools becomes more and more obvious. To ensure the equalization and sharing of educational resources, and to reduce the discrepancy and confusion of school choice,our country and related government department make related policies in order to improve the unfair and unbalanced problems, and to narrow the difference of schools’ conditions especially the difference of teachers. One of the important policies is teacher exchange system which aims to narrow the gap of teachers between schools, furthermore reduce the unbalance in education. Teacher exchange system has great influences on teachers including the direct effect on teacher culture. Meanwhile, it challenges the management and construction of teacher team including the teacher cultural construction and adjustment.In the context of teacher exchange, what will teacher culture including the teachers’ value and behaviors happen? What problems will the development and management of teacher group culture face? The exploration for these problems is helpful for us to study and promote the development of teacher culture.This thesis mainly studies the change of teacher culture during the process of exchange and the adjustment and development of teacher culture in the context of teacher exchange which is guided by government. This thesis firstly defines the component factors of teacher culture and its cultural forms, then it clarifies the five procedures of teacher culture’s adjustment and development in the context of teacher exchange, at the same time,it proposes the quality requirements for teachers of teacher culture. On this basis, the author interviews and spotlight a representative school—A, and expounds the development of the teachers who engage in teacher exchange, and conditions of different elements of teacher culture. Then the author draws a conclusion and demonstrates the intimate relationship between teacher exchange and teacher culture’s development, meanwhile, thesolutions which aim at eliminating the restriction of teacher culture’s development are suggested.
