Keynes "Full Employment" has always been a hot spot of economics, sociology, management, even psychology and many other subjects all the time. Since the enrollment expansion of colleges in 1999, college graduates has been increasingly growing every year, and population of Shandong college graduates in 2014 reached to 499.5 thousand, which is expected to reach to 500 thousand in 2015. Considering the unemployed graduates in previous years and influences from economy descending and other factors, employment difficulty is higher than previous years. As an important group, college graduates employment has risen wide attention.College graduates employment does not only concerns about survival of the massive youth group and allocation of social human resources, but also is a major subject to ensure sustainable development of Chinese economy and maintain social stability. Successful college graduates employment is related to human resource development strategy, sustainable national economy development, social stability and many other problems, and it is an urgent problem to effectively allocate the existing human resources. In the CPC Central Committee Decision on Fully Intensifying Reform of Many Major Problems passed in the Third Plenum of the 18th Central Committee, it has made more detailed deployment to college graduates employment. With the increasingly serious situation of college graduates employment, it has great practical significance to pay attention to college graduates employment, assist the government to guide basic employment, explore employment channels and formulate scientific policies through situation analysis, promote the balance between supply of college graduates and social demand, and try to realize "double improvement" of quantity and quality of college graduates.The thesis aims at combing Shandong college graduates with employment situation in recent years to analyze employment trend and situation, especially taking the the latest data of college graduate employment situation in 2014 as sample, surveying college graduates job intention and satisfaction, excavating problems existing in college graduates employment, analyzing and exploring internal and external factors influencing college graduates, and summarizing powerful measures to promote college graduates employment taken by college graduates, education departments, employee units and all sectors of the society. In the end, under guidance of job searching theory, internal labor market theory, employment force theory and other relevant theories in economics, management and sociology, it combines with characteristics of college graduates group and government function location to discuss how to play a role of service government in intensifying macro-management, expanding employment channel, providing employment service and other aspects, and then to explore new routes of solving college graduates employment problems.The thesis focuses on realizing the "double improvement" of quantity and quality of college graduates through government action. The government should give full play to its top four functions of economy regulation, market monitoring, social management and public service. In terms of management, intensify macroeconomic regulation to create more employment posts, regulate and guide human resource market, and provide relatively fair employment environment for college graduates employment; In terms of service, intensify the establishment of information service platform, promote connection of talents supply and demand, try to enable college graduates to obtain the most suitable post in the shortest time and at the lowest cost and try to avoid frictional unemployment; In terms of policy, firstly formulate policies to promote entrepreneurship to drive employment, and turn passive employment to actively creating employment posts, secondly conduct macro guidance to talents flow, promote talents to flow to primary levels, and expand employment channels, and thirdly pay attention to help destitute groups and do basic government security well.
