The State Council issued measures for the implementation of education for free normal students in universities directly under the Ministry of Education in May, 2007 and decided to implement free normal education policy in 6 normal universities, which are directly under the Ministry of Education. The original intention of this policy, on one hand, is to attract excellent students source to enroll in as normal major and form atmosphere of esteeming teachers in society. On the other hand, government intended to cultivate a large group of outstanding teachers and educators, encouraged splendid young people to devote themselves into education in order to solve the situation of shortage in teacher resources in the Midwest less-developed areas in China.Free normal education policy has been implemented for 9 years, during which has made some achievements. but lots of problems have been exposed, either. One important issue is that a great number of normal students are not willing to work as teachers nor teach in the Midwest less-developed areas in China. Whether the free normal students could bear the hope of the country to devote themselves totally and chronically to work as teachers is closely linked with their desires of professional development as teachers. Do they choose to be free normal students out of love for teaching profession? Are they willing to work as teachers in the Midwest less-developed areas in China after graduation? Do they have specific studying plan and occupational plan as teachers during their college years? Do they have strong aspiration to be outstanding teachers and educators in the future? In other words, there are contradictions between the occupational plan of free normal students and the original intention of this policy.After investigation and analysis about occupational development aspiration of free normal students in a few normal universities with economics theory, this paper had the following conclusions. 1)Free normal students overall aspiration of being teachers is comparatively high, but some of them do not have strong aspiration to be teachers. 2)Most free normal students do not want to work in schools located in place where below the county level. Less than half of the free normal students are willing to be teachers for more than 10 years, let alone for life-long time. From the perspective of personal features, degree of recognition for teacher is high, interest of being teacher is relatively high, occupational plan as teacher is not specific. Personal features do affect free normal students occupational development aspiration. Cultivating mode and teachers status in society do affect their occupational development aspiration. Yet educational policies and family factors(location and income) do not have significant influence on their occupational development aspiration.According to the research results, it is adjustment to free normal education policy that could resolve the contradiction between free normal students occupational development aspiration and original intention of designing free normal education policy. 1) completing funding system, incentive system and elimination mechanism 2) standardizing withdrawal mechanism 3) establishing efficient mechanism of cross-province employment 4) optimizing cultivation method of high education...
