Along with the advancement of democracy and legal system and the deepening ofthe strategy of administering education according to law, how to safeguard the legalrights teachers increases more and more people’s attention. As the main character ofeducation, teachers, especially the group of primary school teachers, are the soul ofbasic education. Whether they have strong rights consciousness is important to theintensity of teachers’ team stability, the formation of legal consciousness, and thepromotion of education democratization. With the arrival of the era of rights, theawareness of teachers’ rights is also in constant enhancement, but there are still manyproblems. To adapt to the needs of theory research and time development, this paperstudies the teachers’ right consciousness and discusses some operable measures inorder to cultivate and strengthen teacher’s rights consciousness.This paper chooses the primary school teachers of shenyang as a major investigateobject, analyzes the present situation of six professional rights consciousness, andinvestigates further their right consciousness in a systematic way. This paper containsfive parts:The first part which is the foreword, studies from the research background,research situation, the research significance, the research methods and innovationpoints of the present study.The second part is the overview of teachers’ right consciousness in the paper. Thispart firstly states the concept of teachers’ rights and the related notions, the contentteachers’ rights and the definition of teachers’ rights consciousness. Then this partpoints out the practical significance of teachers’ rights consciousness, which is theintrinsic needs of teachers’ development as well as the inevitable choice ofadministration according to law and education democratization.The third part is the analysis of the current situation of teachers’ career rights consciousness of elementary school in Shenyang. Through the research of samplesurvey to the primary school teachers of shenyang, this part analyzes the presentsituation of the six professional rights of primary school teachers. According to theresults of analysis, the main problems are presented about the right consciousness ofelementary school teachers: not clear about their rights; lack the consciousness toexercise rights initiatively; lack firm faith in law; unclear about the channel topreserve rights, weak consciousness in rights protection.The fourth part is the reason of the existing problems about the career rightsconsciousness of elementary school teacher in shenyang, which elaborates from theteachers, school and social environment.The fifth part is the countermeasures to enhance the professional rightsconsciousness of primary school teachers. On the basis of analysis to thequestionnaires, the author put forward some tentative suggestions on how to improvethe level of primary school teachers’ right consciousness, which analyzes from thefour angle of the construction of education legal system, the propaganda of socialeducation, the school building and the teachers’ practice. The study hopes thatthrough the efforts from all sides, a harmonious atmosphere will be built on teachers’rights consciousness, so as to improve the level of teachers’ rights consciousness.
