With the support and encouragement of the Organization Department of the CPC Central Committee and the State Ministry, Shenzhen has begun to vigorously carry out the development of social work and its experimental work activly since April2007. the Hong Kong social welfare development experience was brought into The development of social work in Shenzhen as the path of government to promote civil operation. That is to say, the government pay for the services, and develop the Civil professional social work services agencies, which has become the third party after the government and citizen. However, whether it could be confirmed as the third party? And what are the problems that the Professional social workers will face in the future?In the background of Harmonious Society, it is very important to develop the specialization professionalism of social work. The development of professionalism of social work basically depends on the practitioners of social work----social workers. I have collected information by documentary method, participatant observation and depth interview and survey method. This paper takes Shenzhen as an example to expound the ways to develop social work in Shenzhen, compare the development pattern of social work in Shenzhen and Shanghai and also analyse the shortcomings of social work in Shenzhen. Therefore, the occupational dilemmas of those professional social workers are also discussed, including conflict of values, lack of professional support, burnout and work administration and that they don’t get high ocial identity. Based on Individual level, education level, institutional level and government level, the paper will analyse vorious reasons for occupational dilemmas with some theories. For the last part, it will offer some concrete methods and suggestions on the basis of the analysis of present interventions and its shortcomings.The thesis is composed of seven parts:In Chapter one---Introduction, it mainly expound the origin of the problem, the base, purpose and significance of the research and related document review. Chapter two is about study design, including research hypothesis, the definition of core concepts, the idea, method and process of the research and sample situation. Chapter Three describs the current situation of the social work in Shenzhen, comapre the development pattern of social work in Shenzhen and Shanghai and also analyse the shortcomings of social work in Shenzhen. Chapter four tells the situation of the occupational dilemmas of those professional social workers, while Chapter Five analyse its reason. Chapter Six deals with the intervention of the occupational dilemmas of those professional social workers. The last chapter is about the inspiration and outlook of the research, summary and deficiency of the research.According to the research, the social work in Shenzhen has begin to take shape. While establishing preliminary system of social work, Shenzhen is also faced with some problems such as the large flow of talent and lack of efficient evaluation mechanism. Meanwhile, professional social workers meet with some occupational dilemmas such as conflict of values and getting low social identity. Although some pertinence measures have been taken by the government and some private prsfessional service agencies of social work, they don’t get good effect. The shortcomings of social work and the occupational dilemmas of those professional social workers must have considerable negative impact on the professionalization of social work and the construction of contingent of competent social workers. Fortunately, as the promoter, the government has realized those problems and ceaselessly issued relevant policies. To prevent and solve the problems existing in the development of social work, the government take various measures in time, for instance, improving work condition for the social workers and establish some incentive systems.The innovation of this research are as follow. On the one hand, based on the occupational dilemmas of those professional social workers, the paper analyzes the difficulties social workers encounter in work so as to understand the employment situation of social work in Shenzhen. On the other hand, I have interviewed both the employed and turnover social workers and analyzed their similarities and differences, thus further finding out the reasons for occupational dilemmas.
