At the present stage, our country basically popularized nine years of compulsory education, and strove for achievement of the free education in senior high school. The rural school is an Elementary period teaching organization form, which is based on remote geographic location and economic development situation and is set up in the process of distribution adjustment for local residents to enter a school nearest to their home. No matter the amount of school or students, both of them occupies the important position in rural education.Due to the historical reasons of dual Structure of town and Country and not balanced development of region, a lot of problems occurred in the teachers of rural school, after a new round of adjustment, need to be solved urgently. However, people used to measure the supervision of school and teacher largely from the construction of campus environment facilities, student enrollment and examination results, but not usually probe the basic teaching school of yesterday, today and tomorrow, overall and individual from the perspective of development, people should make a systematic survey for continual development of teacher and student.The paper, summarized problems existed in teachers of rural school in Inner Mongolian ethnic mimority area through a comprehensive literature study, in-depth survey, comparative analysis with similar region and related theoretical analysis, and discusses the causes from the perspective of historical development, the social economic development difference, Decision-making Consciousness and policy implementation..On this basis, the paper making use of advanced experience of developed areas and foreign countries,, put forward to countermeasure proposal to solve the problems on rural teachers’team construction according to the actual situation.This paper consists of four parts:introduction, the problems exists in rural teachers, analysis of cause and Countermeasures.The introduction part summarizes the selected topic background, research value and the concept interpretation of related issues in the research of this paper. And this part also summarizes research achievement of rural school team construction through literature review, to finds out the value of this study. Finally this paper elaborates research ideas and research methods.The second part, on the basis of the interviews study, analyzed characteristics in Naiman Banner rural school and characteristics in rural teacher. And this part also analyzed,On the basis of investigation and Research, the common issues and individual problems of the rural school in the banner.The Analysis Shows there are following main problems existed in the rural teachers:Teachers’ overall quantity is relatively abundant, but the distribution is not uniform, teachers’ team structure is not reasonable, the overall quality of teachers is not high, the loss of teachers is serious and difficult to supply complementary teacher’s source, the teachers’ job and task are very heavy and wages is low.The third part, through the exploration of county’s education development history,social, economic, educational system and teaching school’s internal causes, analyzes the reasons of why problems occurres in rural teachers’ team construction The main reason is the deviation of history of the rural education development, Decision-making Consciousness from policy implementation, the shortage of funds and the distribution of shortage, management gaps, responsibility not reached the designated position, uneven regional development and lack of incentive mechanism, rural teachers’ difficult work, living conditions and other reasons.The fourth part put forward to some viewpoints and suggestions, which can strengthen the construction of rural teaching team according to the existing problems and reasons. The first, the party and government attach great importance to rural education,which is the important premise for the development of rural teachers; The second is to strengthen the teacher training and establish a training system, which specialized services in rural and pastoral areas; The third is the improvement of rural teachers’ working and living conditions and improvement of the teachers’ position, the fourth is to promote the professional development of rural teachers, fifth is to standardize the teaching school of distribution and adjustment form, The sixth,teachers in ethnic minority areas should have a unique educational philosophy.
