Education is the foundation to plan our future of the coming 100 years, while teachers are the foundation our edcation. With the education reform increasingly deepened, the poblem of the teaching staff construction has been put on the agenda. How to result in and cultivate a high-quality teaching staff with dedication, energy and as being a model of virtue for others has become the very priority to implement the comprehensive quality education and construct the harmonious society in China. Therefore, the development of the rural teaching staff construction is involved with whether the successful reform in rural basic education can be achieved or not. Taking Liling city as an example and based on the comprehensive literature research, investigation, data analysis, the combination of the local actual situation, and the related theories, this paper makes an analysis of the present existing problems in it, which shows that such problems as follows universally exsist:the irrational faculty structure, inadequate resources, the overall low quality, and the low wages and benefits, and all the problems result from the unsound teaching training system, the imperfect teaching management system, the arduous teaching tasks, which are serious hundrances to the development of the rural teaching staff. In order to ahieve its sound and sustainable development, the author puts forward some targeted countermeasures and a whole set of scientific and complete teaching training system and the counterpart support system between urban and rural primary and secondary schools as its features with reference to experiences at home and abroad. These measures are conducive and important to improve the whole quality of rural teachers and to highlight their role status.
