So far, considerable achievement has been made in the studies of development andutilization of curriculum resources with the promotion of new curriculum reform, some ofwhich involve the development and utilization of rural high school English curriculumresources. Nevertheless, the researches of development and utilization of English listeningcourse resources in rural junior high schools are still relatively insufficient.The present study applies mainly the theoretical and empirical approach to probe into thepresent situation of English listening course resources development and utilization in ruraljunior high schools. Firstly, drawing lessons from the achievements of the previous studies ondevelopment and utilization of curriculum resources, the author defines the concept, theclassification and the characteristics of English listening course resources. Secondly, topromote the rural junior high school English teachers’ and the students’ competence indeveloping and utilizing English listening course resources, this study, by way of introducinginteractive language teaching theory, Krashen’s L2acquisition theory, schematic theory andemotional teaching psychology, researches for the practice enlightenment of the relatedtheories for development and utilization of English listening course resources. Finally,through the questionnaire survey, the author obtains the information of the currentdevelopment and utilization of English listening course resources in rural junior high schoolsand analyzes the related data through SPSS.Through random samples from English teachers and students of five rural junior highschools in the county of Weifang, the study finds that the English teachers and the students onthe whole have passive attitude toward and low capacity of the development and utilization ofEnglish listening course resources. Besides, the English teachers’ method of developing andutilizing teaching resources are monotonous and inefficient, and their resource innovation andintegration ability is insufficient. Then, through analyzing the subjective and objective causesfor the problems above and considering some other problems currently existing in thedevelopment and utilization of English listening course resources in rural junior high schools,the study puts forward some suggestions as follows for solving the problems and improvingthe situation:1. Education authorities should enhance and consummate the training of theory andpractice for rural junior high school English teachers’ development and utilization ofEnglish listening course resources.2. Education authorities should increase the support of material and financial resources torural junior high schools and adjust the distribution system of teachers so as tooptimize the structure of English teachers’ age, teaching experience and educationalqualification.3. The performance evaluation standards for rural junior high school English teachersshould be reformed so as to encourage them to be active in developing and utilizingEnglish listening course resources. 4. The rural junior high schools should enhance the coordination with the students’parents, and the communication and cooperation among the English teachers,students and the parents should be increased in order to promote the developmentand utilization of English listening course resources.5. The development and utilization of English listening course resources should beteacher-led and learner-centered, and the assessment system of students’achievements in English listening should be innovated so that the students aremotivated and willing to take part in developing and utilizing English listeningcourse resources.
