Information technology literacy as a new "reading, writing and arithmetic" in the information society, everyone must have the basic viability. In recent years, with the school information technology education rapid development, information technology literacy of the students has made some improvement. However, the information technology literacy of the western rural pupils is still very weak. To enhance the western rural pupils’information technology literacy,taking Zundao School, Daxijie Primary School, Hanwang No.2 Primary School in Mianzhu City as a sample, using literature method, field investigation and comparison analysis, the study discusses the present situation, the problems and the influential factors of the western rural pupils’information technology literacy, as well as how to promote the accomplishment of information technology literacy of the western rural pupils.First, by the field work of information technology education present situation in Zundao School, Daxijie Primary School, Hanwang No.2 Primary School in Mianzhu City, from the informatization hardware, informatization software, the information technology course, the informatization construction investment, and information technology training situations these aspects summarize information technology education present situation in the western rural primary schools.Second, by the questionnaire survey of information technology literacy present situation in Zundao School, Daxijie Primary School, Hanwang No.2 Primary School in Mianzhu City,from information technology awareness, information technology knowledge, information technology ability, information technology moral four aspects, using SPSS software makes scientific analysis of survey data, combining analysis overcome and interview material gets the influential factors of the western rural pupils information technology literacy. The influential factors include the support and environmental factors:education informatization policy, information construction investment, the school informatization hardware, software environment and the family informatization environment; the school leader factors:the information technology education knowledge and attitude and information technology literacy of the school leader; the teacher factors:information technology literacy of information technology teachers and the other course teachers; students’own factors: student sex, student information technology literacy gap.At last, according to influential factors of the western rural pupils’information technology literacy, on the one hand, the government should increase the investment of rural informatization construction, develop the rural informatization teaching resources and improve teachers’information technology training work. On the other hand, the school should change the old education concept, make the right understanding of the information technology literacy education,enhance the use and management of the school information technology equipment and resources, organize and carry out some activities related with information technology literacy. In the same time, the teacher should update education and teaching concept, make a correct understanding of information technology literacy,create the conditions to constantly improve their own information technology literacy and take part in all kinds of information technology competition activities. Thus, the western rural pupils’information technology literacy can make the improvement.
