As a component of higher education in China, higher vocational educationfunctions as a supplement and extension and plays an important role in education ofour country. It is also the cradle and origin for senior technical talents. With the rapiddevelopment of professionalization and industrialization, there is a substantial demandfor senior technicians and higher vocational education has become increasingly thefocus from professionals of different areas. In the Outline for National Fitness Planissued by the State Council in1995as well as the Proposal for the11thfive-year Planon National Economy and Social Development put forward by Chinese CentralGovernment that was approved in the5thmeeting of16thCongress of ChineseCommunist Party, it is explicitly stated that the investment to the PE in HigherVocational Education should be enhanced, the process of it should be fastened and thedevelopment of it should be promoted. Therefore, it is a trend and of greatsignificance to explore the current situation of the distribution and utility of PEresources in Higher vocational colleges.By means of literature methods, expert interviews, questionnaire surveyprocedure, mathematical method of average and from the perspective of management,sociology and economics, this article made an investigation into the current situationof the distribution and utility of PE resources in ten Higher vocational colleges.Through statistical analysis, the investigation is to find out the major problems in thisrespect and to put forward some feasible remedies accordingly. The ultimate goal of itis to make the most out of the PE resources and to achieve the most benefits. Theresult of the study indicates:1.the structure of the PE teaching staff isimbalanced---those with higher degree and higher promotion are fewer while there aremore lecturers and teachers with bachelor degree. At the same time, the structure oftheir age is also unreasonable---the problem of aging and immaturity is serious. Inaddition, the levels of referees are uneven, with very few senior referees.50.9percentof the PE teachers do not possess the certificate for referees.2.The fund for physicaleducation is inadequate,98percent of the colleges depend on the fund designated bythe overnment, with little investment from the society and corporations.3.There is alack of PE settings and facilities and the utility of existing settings are notadequate.4.PE teachers have too much teaching load while their capacity for researchis omparatively inadequate.5.There are very few opportunities for PE teachers toattend symposiums and seminars and the sources for related information are verylimited. Solutions are recommended as follows. Firstly, schools should employ moreand better crews for P.E. department and polish the management system of theseemployees. Secondly, more sponsors should be connected in order to provide moneyfor sports activities. Thirdly, more sports equipment should be put into efficient use.Also, we should develop the PE department faster by discovering or merely hiring academic leaders. And universities can establish PE resources lab in order to broadenthe source of information and get varied and efficient information. By enforcing thesemeasures, we can distribute more efficiently the capital of PE departments ofuniversities and schools in Liaoning and guarantee the development of physicaleducation with adequate material sources.
