Physical education is not only the basic form of school sports but also the compulsory course in highschools,which is an important way to improve the overall quality of students. The high school is a crucialperiod to determine the physical and mental growth of the students,they should take physical exercise topromote good physical and mental development. Physical education and physical training are beneficial forthe students’ bone growth and development, and can also promote muscular and enhance muscle strength,body coordination development,and the development of heart and lung function.State-level poverty-stricken counties in Zhou Kou City are still in developing stage that is economylagging and backwardness in education,there are many problems in physical education teaching,whichaffects the normal physical education. In order to investigate the current situation of physical education inhigh schools in State-level poverty-stricken counties in Zhou Kou City and the corresponding measures ofthe school sports development clearly,the authors use the methods which include the literature survey,investigation,mathematical statistics,theoretical analysis to analyse the situation of teachers,physicaleducation situation,policy implementation,venues and equipment situation in these high schools,andnaturally coming to the following conclusions:1. According to the investigation,the author discovers that the teachers ratio in poverty-strickencounties cannot meet the state requirements(the Huaiyang County,1:423, Shenqiu County,1:393); sex ratiois unreasonable in the gender structure of male and female teachers,male teachers are more than femaleteachers; the age structure of PE teachers are more young teachers,showing a "high middle,low on bothsides of the age structure",which tends to be reasonable; educational structure, many of them have juniorcollege education,accounting for44.8%,the number of graduate students are rarely, only accounting for0.35%; continuing education, sports teachers have fewer opportunities for further studies, knowledge is toonarrow-minded, thus the fewer opportunities to update knowledge.2. Tension in sports equipment, lack of venue, and the input of funds are too small to fully meet theneed of Physical Education and physical exercise. There are few of custodians, most of them arepart-time,which affects the PE to carry out regularly. 3. The high schools’ physical education teaching is mainly in the conventional mode. As the teachingmode is backward,which cannot fully stimulate the passions of students for learning sports, furthermore,teachers don’t have a systematic or better planning of teaching which makes the lower quality of theteaching.4. The students have low cognition in sports, the theory and skills cannot be applied reasonably,students’ interests are rising, but they don’t know the real meaning of sports, teaching courses areunreasonable which lead to students for the purpose of physical education is not clear.5. School leaders always hold the old concept of the "Heavy intellectual "," light sports ","re-education "," light body", physical education teachers cannot be treated equally to the teachers of othersubjects, therefore, the old concepts make physical education teachers in the school have the lower status.6. The high schools of State-level poverty-stricken counties in Zhou Kou City don’t invest enoughfunding for sports, the serious shortage of investment hindered the launching of the school physicaleducation and restricted the development of school sports at the same time.
