The rise and fall of state hinge on education, the rise and fall of education hinge on teachers. Long-term goal of a society based on education, educational plan’s center is teachers. The overall quality of teachers is directly related to the quality of school education, and then related to the quality of people. Educational practice proved that: the improvement of the quality of teachers, teachers’mobility and enthusiasm, which are proportional relationship with teacher management. Effective management of high school teachers is related to the quality of school’s education as well as the key to the development of education, teacher’s management is the most important task.Good schools need scientific management, scientific management requires advanced management concept. Human-oriented management is a people-centered, people-fundamental management, which main target and most important resource are people in organization, and in which all management activities should focus on mobilizing people’s enthusiasm, initiative and creativity. Management should respect, trust people, so that everyone reflect the sense of belonging, worth in the work, and get a more comprehensive free development beyond the survival needs. Therefore, respect is premise, and trust is its basis, the people’s overall development is the core, servicing people is the fundamental tasks, and incentive is an important way in people-oriented management.Teachers, as the main body of educational practice, whose overall quality is the one factor of key factors restricting the development of education. Improving the quality of teachers, in addition to rely on teachers and their own continuous learning and development, also needs some outside conditions that can promote the development of teachers, that meet the legitimate needs of teachers, and that also can guarantee the sustainable development of school. However, due to the constraints of traditional managing teachers’way, the influence of western theory of educational management and the problem of managing teachers on these issues which are not well resolved in reality, the fundamental way to face and solve these problems establishes on the humanistic management concept of teachers. Meanwhile, the characteristics of this occupation and teachers’role and the new curriculum’s reform determine that the management of teachers must adhere to people-oriented, adhere to teacher-oriented, teacher’s development-based values.People-oriented management treats promoting teacher’s development as a core, as a mean to motivate teachers, which establish the development of evaluation methods and promote professionalism, psychology, moral character, fitness and other aspects of teachers. Therefore, in the specific management process, managers should first establish a people-oriented management philosophy to guide teachers to enhance their own prestige, but also clear the contents of this teachers’ management, and set the management’s development system. The construction of campus’ culture and the improvement of managers’quality are indispensable to implementation of people-oriented management.In this paper, author used documents, interviews and questionnaire interviews and other research methods. Through literature way, the author analyzed the basic theory of people-oriented management, through questionnaires, interviews of high school teachers the author understood absence in the people-oriented management, and accordingly proposed the appropriate implementation strategies of teachers-oriented management, and also provided useful insights to teachers’management.This paper consists of six parts:the first part is the introduction including the issues raised, meaning and purpose of this study, and research methods and research process. The second part, origin of people oriented management theory and discussing of its theoretic basic. The third part through questionnaires, interviews and analysis, The author looked for some problems existing in the process of the current high school teachers’management which run counter to the people-oriented management’s concept. The fourth part is the center and focus part from the practical level, the author provides the appropriate management’s strategy on how to implement. The fifth part is the conclusion, the last part is the questionnaire content, comments, references and postscript.
