At present, educational informationization in primary and secondary school has come into the application stage from the early stages in which hardware construction was completed. However, there are still some problems in standard management, application mechanism, and personal skills, so it is very important to introduce the mechanism of Chief Information Officer (CIO) of primary and secondary school. As the leader of educational informatization construction in primary and secondary school, CIO’s knowledge, abilities, and experience determine directly the smooth progress of the application of informatization. Therefor, the cultivation for CIO talents is being obtained more and more attention, which makes the training of CIO of primary and secondary school become gradually popular. Moreover, training system is directly related to training effect and quality. How to build an effective and practical traing system of CIO of primary and secondary school will become a necessary research subject.This subject relies on the Project of Talents Cultivation of CIO of Regional Primary and Secondary School which in charge of Shanghai Pudong Institute of Educational Development and Research——"CIO Training of Primary and Secondary School in Shanghai Pudong New District", combined with the author’s training practice, conduct action research and design traing system of CIO of primary and secondary school. The purpose of the study is to improve the training quality of CIO of primary and secondary school and promote talents cultivature of CIO, providing a specific reference framework of training system for the follow-up training and having certain practical guidance.This research explores firstly the cultivation system of CIO and the current situation of informatization training in primary and secondary school, which are based on the literature review. Secondly, the paper builds a preliminary training system for CIO of primary and secondary school according to training personnel structure, management, contents, models, modules of network platform, and evaluation, and designs a specific action research process combining with McKernan Action Research Model, and also designs the evaluation model of CIO training which refers to Kirkpatrick Four Levels Training Evaluation Model. Then, taking CIO training of primary and secondary school in Shanghai Pudong New District as a case study, the paper focuses on the action research separately on the first and second phase training, and details the whole process of the action research with specific cases. After the training evaluation in reaction layer, learning layer, behavior layer and achievement layer, it indicates that the training system after improvement is satisfied. Last but not the least, the paper revises the preliminary training system twice, and builds an effective and practical training system for CIO of primary and secondary school.
