Higher vocational education is an important component of higher education, it’s development play an important role in the improvement of the quality of labor, economic development, and enhanced its comprehensive national strength. Despite some achievements had been made in higher vocational education in China, and showing an excellent development momentum, still exist some serious problems such as deviation between actual results and market demand of personnel training, training courses and actual decoupling. This paper based on the "work process" education idea, take Hunan urban construction vocational college as case, and use research methods such as comparative study, literature research, case studies, and investigation study, carry an conducted in-depth studies on "Work process" connotation and its application in the field of vocational education, work-based process steps in the construction of higher vocational curriculum and frameworks, Germany based on successful experience of curriculum construction in higher vocational education and its enlightenment to our country, the obstacle and countermeasure of curriculum construction in higher vocational college based on working process in our country.Studies have found that, work process is a full working program to complete a task and get the results, it contains six elements and six steps. The higher vocational education courses which based on work processes is conducive to breaking the traditional academic system, highlighted curriculum in vocational school principal position, and highlight the initiative of students in the learning process. Due to the traditional model of curriculum construction in higher vocational colleges in China have been commensurate with the economic and social development, but in contrast, the course construction based on work process in higher vocational education has achieved certain results, so it is very necessary to carry course construction based on work process in China.In the course of higher vocational curriculum construction based on work process, to ensure that the course content are closely related with the ability to post requirements, tasks, work procedures and work scenes, experienced personnel demand before and after construction of curriculum system and professional research, analysis of the typical tasks, the Division area of operations, defined the field of study, study design and optimization of teaching situation in six steps. The successful experience of Germany curriculum construction in higher vocational education based on work process enlightenment to our country, constructing course system based on work process is essential, curriculum combining theory and practice, action-oriented teaching should be the main way of teaching, and strengthening the construction of teacher.This paper finally based on successful experience of Germany and the case of Hunan urban construction vocational college, for these obstacles such as teachers is not enough excellent in the construction of curriculum in higher vocational education based on work processes, making recommendations such as strengthening the construction of teaching staff, strengthening the practical teaching system construction and it’s implementation, and so on.
