The responsibility consciousness not only frequently appears in the education theory research field, but also be closely bound up with our daily life. If we say, the importance of the responsibility consciousness makes this education eternal, then contemporary college students lacking in this consciousness in everyday life make it urgent.Based on the understanding of domestic and foreign research, this article started with the meaning and form of responsibility consciousness from the concept of responsibility and characteristic, raised the formation of responsibility sense including five aspects such as responsibility cognition, responsibility emotion, responsibility will, responsibility belief and responsibility behavior from the ideological and political education angle. Then it pointed out that as a special social role, university student should have seven kinds of responsibility consciousness. And it further elaborated the concept of responsibility consciousness education, the theory and significance on the responsibility sense of the college students, making people have a more comprehensive understanding on the responsibility consciousness and responsibility consciousness education.Secondly, with questionnaire and interview method, we did an empirical research on the contemporary college students’ responsibility consciousness. It turned out that the mainstream of contemporary college students’ responsibility sense is positive, but there still remained a few problems on lacking in responsibility sense, such as responsibility cognition ambiguity, responsibility apathy and responsibility behavior absence. Furthermore, it analyzed the reasons on the absence of college students’ responsibility consciousness, which is the responsibility subject’s subjective reasons, negative influence from society, problems on the responsibility consciousness education in school and absence on family responsibility consciousness education.Finally, it put forward the strategy on the construction of responsibility consciousness education, and discussed from following five dimensions, such as the idea, the environment, the content, the method and the approach on responsibility consciousness education.
