Pre-school education is the preparation stage of school education. It has important significance for children’s physical and mental health as well as the development of the whole society. However, the problems brought by pre-school education marketization such as lacking of government responsibilities and public have aroused extensive concern of the social parties. Parents and educators anxiously hoped preschool education will be into compulsory education system. But the research in this area has not been completely started. We need to do further research on the viability of this measure.From the perspective of the Public Economics and Public Administration, this paper demonstrates the necessity of government leading pre-school education. Through further research on various drawbacks existing in present market-oriented preschool education such as management confusion caused by lack of government responsibility, insufficient total pre-school education investment, and unreasonable distribution of pre-school education resource lead to unbalanced development and A poor sense of security and safety management loopholes and so on.And then detailed analysis the advantage of government leading pre-school education mode. In order to promote develop pre-school education orderly and healthy, the author thinks that we must make clear the important duty of the government during the development of pre-school education and make it plays a leading role. Pre-school education is not included in the compulsory education system so that it failed to be given due attention, that hinders its development. Therefore, the author recommends compulsory pre-school education as the basic idea of the government leading pre-school education mode. Then the author puts forward some specific strategies and suggestions separately from legal construction, the management system, financial investment, balanced development, faculty building, and security management and so on. Finally, discusses the feasibility of this policy and the possible difficulties, and hope to provide a valuable reference for government leading pre-school education mode.
