preschool education, being of great significance to the basic education, notonly concerns with individual and family development, but influences the harmoniousdevelopment of the society as well. However, recent years has witnessed an increasinggap of preschool education between rural area and urban area, different regions anddifferent organizations, making it difficult to achieve an equal access to education.Currently, the problem of being admitted by the kindergartens has been basically solved.Yet, other problems such as the difficulty in getting in high-quality kindergartens andhigh schooling for the rural poverty-stricken children and low income family children,security accidents occurred on the stay-at-home children, and others concerning thepreschool development still attach much importance from the public. It is imperative thatreform shall be carried out for the preschool education and the main problems lie in andshall focus on the rural area.This paper, through on-site interview and questionnaire survey, probes into thepreschool education in Mizhi County, Yulin City. By observing the following problems:the kindergartens are not equally located in the rural areas; the facilities are poor inquality; teaching material lacks standardization, with a tendency of primary teachingmaterial; teachers are in low quality, etc and studying the causes for the problems, thispaper reaches the conclusion that the absence of governmental responsibility is the majorreason for that. Based on product property of preschool education, education equality andpublic service theory and a guarantee of continuous domestic economic development,this paper justifies the necessity of government-leading preschool education thoughlearning the American, British, Indian and Japanese government experience. In the end,this paper proposes that the importance attached from the government, policy guaranteeand mechanism support are key to working out abovementioned problems. Firstly, the importance from the government is a precondition. The government shall legislate toguarantee the status of preschool and relevant laws and regulations shall be based on theprinciple of education equality; secondly, policy guarantee is a foundation. Thegovernment shall reform rural preschool running system; increase government financialinvestment and reasonably allocate preschool education resources; and lastly mechanismsupport is a key issue. It is necessary to straighten out preschool education managementsystem; formulate rural preschool education aiding system and rural-urban teachers flowmechanism. If the abovementioned three aspects can be accomplished, the problemsconcerning preschool education can be readily solved and ultimately the equal access topreschool education can be achieved, which further can enhance social harmoniousdevelopment.
