Education is the foundation of the governing, and scientificeducation is one important part. Especially,in the modern society, thedevelopment of science and technology is more and more important.We always cannot leave science and technology in our life. thedevelopment of science and technology requires a major effort tostrengthen scientific capacity building. In the scientific capacitybuilding, the human resource construction is the key. basic education,vocational education and so on should be included in the building ofhuman resources. And HPS is the cultivation of science talents in basiceducation contents.HPS is the abbreviation of History of Science, Philosophy of Science,Science Teaching, and is combin with them.On purpose, the studentsunderstand the nature of science,and improve the quality of students.Through researching and summing the reasons of social, economic,political, ideological and so on about HPS in19th century. And thedevelopment of clear venation, ultimately to the analysis the reason ofHPS development in China.Chapter1of this article is on the important historical and researchvalue of HPS. In academic circles, the academia studies it. The expertsand scholars get the attention the development of HPS in foreigncountries and in specialized knowledge. There are many related works.In this first paper we introduced them.In chapter2, the article tells the story in19th Century, during thehistorical background of the Enlightenment, the traditional educationimprisons the mind.
