China’s economic development requires a lot of human capital investment, which could be met from colleges and universities with high-level human resources. How many human resources exist in colleges and universities and how to collocate these resources that is closely related to whether colleges and universities can provide high quality products or not. Therefore, there is an long-term significance that how to achieve the optimal allocation of the university human resources to make the best use of the operation. Based on the Yanbian General Higher Learning Institution, we develop the study around the school of economics-based perspective of human resource allocation.Summarizing the research achievements about human resources which have been accomplished before. These thesis expound what is human resources and university’s human resources. Then inducting the allocation theory of university’s human resources. There are some special analysis in three parts for Yanbian University, such as teachers’resources configuration, based on administrative power and academic power allocation of human resources, logistics human resources allocation. For many practical problems that exist in the school allocation of human resources, we believe:Teachers’ allocation of resources, we should highlight the functionality of full-time teachers and moderate their teaching schedule. Rights-based allocation of human resources, we should enhance the status of academic power, administrators should be adapted the academic power allocation of human resources. In order to optimize the logistics of the internal allocation of human resources, our main principle is to streamline staffs and introduce talents outside school rationally.Finally, we look forward to make a modest contribution to Yanbian University’s development in the future through the launching of this topic.
