Shanghai Regional Culture is a kind of emanative regional culture, with Shanghai as the core, which rooted in traditional Chinese culture and integrates other excellent geographical culture. And, inclusive geographical culture promotes Shanghai Regional Culture form to a spiritual core that has the connotation of China’s traditional culture and modern urban culture. It is easy to understand for students who were born in shanghai, because of the regional and affinity of Shanghai Regional Culture. Developing Shanghai Regional Culture courses is very important to the enhancement of culture consciousness and the improvement of students’national identity in shanghai.I have drawn and summarized the achievements of theories and research of Shanghai Regional Culture and school-based curriculum development by the method of literature summarizing. Based on the development status of Shanghai Regional Culture and the survey of practical needs of students, I analyze the meaning and value of school-based curriculum that integrate Shanghai Regional Culture. Under the guidance of the new curriculum concept, I make a rational idea of Shanghai Regional Culture school-based curriculum. I explore the needs of Shanghai Regional Culture development and characteristic school construction that take promoting students development as the core, I build the connotation of school-based curriculum development:"to shanghai culture, for shanghai culture, in shanghai culture", put the "pay attention to student needs, based on students’development; grub Shanghai Regional resources, construct Shanghai Regional Culture; build school characteristics, promote teachers’development" as the concept of development, and the ultimate goal is to make students "understand, love, build Shanghai Regional Culture" and become a Shanghai people with new Shanghai spirit. Based on the rational idea above, I analyze and evaluate the practice case of developing Shanghai Regional Culture school-based curriculum of primary school Y, share the experience of Shanghai Regional Culture school-based curriculum that can draw on operation, and explore effective strategies of Shanghai Regional Culture school-based curriculum, take those as the reference of Shanghai Regional Culture school-based curriculum development. The fundamental purpose of this study is excavate Shanghai Regional Culture curriculum resources sufficiently, protect and inherit the declining geographical cultural, create curriculum suit for students, broaden ways and methods of moral, highlight the school moral characteristics, promote the development of the quality, the nurturance of cultural awareness, and the promotion of belongingness and national identity of students who living in Shanghai.This paper is divided into three parts as follows:The first part is the foundation of this research, mainly introduce the origin, purpose and significance, research methods, thesis framework and theoretical principle of this research; make literature review of Shanghai Regional Culture and school-based curriculum development; definite the core concepts and the value of the combination of Shanghai Regional Culture and school-based curriculum, and the current needs of students.The second part is the core of this paper. In this part, I expound a rational idea of the development of Shanghai Regional Culture school-based curriculum; take the school-based curriculum of primary school Y as object of study, to do practice exploration; analyze and evaluate the practice of actual Shanghai Regional Culture school-based curriculum development, and propose the strategy of Shanghai Regional Culture school-based curriculum development.The last part is the conclusion of this paper, I conclude the study, and make a imagination of the directions for future research.
