With the university education mode gradually changes from "elite education" to "mass education", people in all circles focus on university education quality. As the vital section of university personnel management and reform, teacher performance appraisal connects with immediate interests of the teachers and impacts university education quality and the overall level of university directly. In order to promote healthy development of university education in Guangxi, it should strengthen teacher construction, deepen reform of teacher personnel system. Stimulating the subjective initiative and independent creative of university teachers is important, so, how to work out a perfect university teacher performance appraisal system effectively and scientifically become an important research topic of society, government and academic circles.Considering the particularity of university teachers and taking the three universities in Guangxi as examples, based on the questionnaire and on-the-spot interview, this paper wants to analyze the present situation and their expectations of teacher appraisal in Guangxi universities. This paper tries to analyze the problems in university teacher performance appraisal from three aspects, they are teaching, scientific research and student management. Meanwhile, it points out the existing problems, they are putting high weight on regular check and light weight on daily assessment, and appraisal subject is not reasonable in teaching aspect. To scientific research, the index design is not scientific and assessment standard is not clear, and it focuses more on result and neglects process. To student management, university teachers do not put enough attention to student management, and college neglects the performance appraisal of teacher in this aspect.This paper researches the regional features of university teacher performance appraisal in Guangxi, and makes a detail explanation of causes to the problems. They are mainly the appraisal theoretical basis is not perfect, the selected method and standard of appraisal are not appropriate, the appraisal emphases and subject are not reasonable, and the appraisal team and system are not perfect. According to the analyses of the present situation and causes to the main problems of university teacher performance in Guangxi, this paper makes some suggestions to perfect the appraisal. Firstly, it expounds the utilization of the reasonable and scientific theory basic in Guangxi which supplied by performance management and incentive theories. Secondly, it introduces the360degree appraisal model to set reasonable assessment subject and indicators. Thirdly, it makes clear appraisal principles and what the appraisal should emphasize. Finally, it needs to make clear appraisal subject and perfect appraisal team construction.
