Compulsory education is the foundation of the whole national education system. The high-quality and efficient development of higher education is closely related to the compulsory education foundation. Compulsory education is the talent foundation and a support for our country to carry out the Scientific Outlook on Development, construct socialistic harmonious society, build innovation-oriented country and realize the goal to build a well-off society in an all-round way. The compulsory education development is unbalanced on the whole. The problem also exits even in Chengdu, which is established as the "National Comprehensive Reform Pilot Area of Balancing Urban and Rural Education ". For instance, there are gaps of the level of resource and school conditions between urban and rural areas. Therefore, through the study on the urban and rural compulsory education in Chengdu, we can use the theory of balanced development of compulsory education to guide practice, and then provide reference for balanced development of compulsory education between urban and rural areas in Chengdu, even for the whole western China.This study applies related theories and methods in different disciplines, including sociology, economics, philosophy and ethics. First of all, the article analyzes the related theories on balanced development of compulsory education, defines the core concepts, and lists the indexes of balanced development of compulsory education. Secondly, the thesis analyzes the present situation of Chengdu urban and rural compulsory education. In the light of the characteristics of the indexes, the author tries to find out the problems existing in developing of the balanced compulsory education in Chengdu. In addition, according to the above-mentioned problems, the thesis goes a step further to the study the influence factors of the balanced development of compulsory education in Chengdu. Finally, the thesis puts forward the countermeasures for promoting the balanced development of Chengdu urban and rural compulsory education.According to the study, it is found that the prominent problems of Chengdu urban and rural compulsory education exist in unbalanced allocation of teaching and teacher resources. Its development is restricted by the level of economic development and the ways of resource allocation, and it is needed to be perfected in economic development and the rational resource allocation. In the further studies, the author will need to use the means of statistical analysis and model analysis, make efforts to replenish and expand the countermeasures for promoting the balanced development of Chengdu urban and rural compulsory education.
