There are a series of problem in Instructional system design process of Domesticenterprises training. We list several problems such as training needs analysis, trainingcontent, instructional methodology design, feasibility assessment system and someproblems that it cannot figure out in practical instructional designing.The concept of competency originated in1973in the landmark article" testingcompetence rather than intelligence ",which is written by American psychologistDavid McClelland at the Harvard University. Subsequently, the competency theoryresearch and application immediately swept the western countries. In recent years, thedomestic enterprises import the Competency into Human Resource Managementsystem. Based on the standard competency requirement for each station, the DomesticEnterprise customized the training plan for each employee. After confirming thetraining content and selecting the training methodology, the Domestic enterprisesensure the depth of training and the improvement of training content. On the otherhand, the domestic enterprises apply the competency to assessment system, it canassist manager to know the shortage of employee and develop the potential employeeso that the domestic enterprise will create more benefit.The research paper use the method of literature research to summary severalconcepts, core elements, characteristics and significant theories of instructional designprocess and competency at work. Also, the research paper concludes some points suchas, the main problem of Domestic enterprise training, the connection of domesticenterprise training and competency, the signification of applying the competency toInstructional training designing. In last part of this paper, it mentions the process andprocedures of domestic enterprise training designing based on competency theories.
