Nowadays, IT has been widely used in various fields of socialproduction and life, at same time the process of informatization ofeducation is rapidly advancing. Because of the application of IT tothe field of education, tremendous changes have happened on theschool curriculum, teaching, management, culture construction and soon. It has become the inevitable choice for development of themodernized schools to realize leaping development through educationinformatization. The National Long-Term Education Reform andDevelopment Plan (2010-2020) stressed that rural schools ITinfrastructure should be strengthened in order to narrow the urban-rural digital gap and that distance education ought to to be promotedContinually so that teachers and students from rural and remote areascan enjoy high-quality educational resources. In particular, thelevel of the information construction and application of the majorityof rural schools has very significant impact on the school’s ownimprovement and development, professional development and promotionof teachers as well as improvement the students’ comprehensivequality.This paper is divided into three parts, namely, the main problemsin information technology leadership of primary and secondary schoolprincipals in rural areas, analysis of the cause of this problem andcountermeasures about enhancing information technology leadership ofthe primary and secondary school principals in rural areas.The firstpart adopts the questionnaire and interview method. It takes H Countyas an example and investigates and analyzes the problems asfollows:the role of construction and application of informationtechnology in the development of school in rural areas, influence onthe use of IT means on the school teaching and management,inconsistencies between attitudes and behaviors of principals andteachers in the use of IT tools, the effect of principal. Informatization literacy on school information construction, thedifferences of the actual application capabilities of principals inIT as well as conflicts between the training needs of teachers andtraining opportunities provided by schools. It puts forward the mainproblems in information technology leadership of primary andsecondary school principals of in rural areas.In allusion to the issues raised in the first part, the second partanalyzes the cause mainly including principals own factors,evaluation and assessment mechanism, school factors and investment ineducation and management system and so on.The third part demonstrates from six dimensions: informationawareness and attitudes of the principal, informatization technologyknowledge and skills, the level of informatization management,investment on schools of informatization technology, informatizationtechnology systems, informatization culture, according to theproblems in them, It puts forward countermeasures about enhancinginformation technology leadership for rural school principals.We surveyed for the two types of objects: a class is teachers inrural primary and secondary schools in the county investigated, with165questionnaires released,160questionnaires recollected and areturn rate is96.99%, rejecting the two copies of invalidquestionnaires, we got158valid questionnaires, the effective rateis95.76%; The other is principals from rural primary and secondaryschools20of whom were selected to do questionnaire and interviewsurvey.
