In the early of90s20century, State Council connected the school developmentwith the school features, pointed out that the primary and secondary schools to beturned to comprehensively improve the quality of the track by theexamination-oriented education for all students, and outstood their individualcharacteristics. Since then, the domestic education sector gradually study thecharacteristics of the school building practice and theoretical research and get somesuccess. With the promulgation and implementation of the National Long-termEducation Reform and Development Plan (2010to2020) in July2010, to improve thequality of education, become a new era of strategic tasks, government and all kinds ofschools launched a great deal of thought and practice. How to built the characteristicsof the school is becoming the current considering thing to more and more schools andteachers.For a long time, the phenomenon of weak education quality of rural primaryschools was existing all along. But with the development of the state economicconditions, the hardware of the rural schools have been radically improved, regionaldifferences caused by uneven education in economic resources still exists objectively,and it is difficult to be overcome in a short period of time. To the rural schools inwestern areas of China, is not only to get the support of government, but also take theinitiative to seek the development efforts in order to achieve a true sense of theconnotation of development, improve the quality of education, thus contributing to theeducation equalization. How to improve the quality of rural primary school, to realizethe balance development of education is a worth problem to study and practice.The thesis is on the base of study the background of the research significance,research design, and the lots of basic works. The study launched the survey oftownship central elementary school, identify problems, analyze the reasons, and finallyproposed to deepen the specialty construction of rural primary schools in the context of balanced education countermeasures.
