Since2000, the balanced development of compulsory education had became a hot issue,and compulsory equalization development has made certain achievements throughby increasing education funding through investment, improbing the school conditions and the educational capacity of the rural schools by government gradually. For examplerural primary and secondary schools which have the economic basement have alreadyrun out of the situation of been difficult in the past to bail out, the lack of students basedon the education funding and hardware facilities problems are basically met. But in thepoor mountainous areas in the Midwest and other places, the development of ruraleducation is still difficult. With the " individualized education, school characteristics " ofthe current international trend to become balanced education development in basiceducation,to create specialty schools to meet the needs of education to a higher level ofbalanced development direction on issues is facing greater challenges than ever beforefor rural primary and secondary schools education especially in the development ofspecial areas. Further development of the school becomes the new contemporarychallenges. This study aims to analyze the plight of rural education and ruraldevelopment under the dual partition system, and discuss the development trend underthe Perspective balanced development of compulsory education in rural areas; to probethe features of the road of primary and secondary schools for rural development byinterpreting and analyzing the National policies, and the balanced development of thestatus quo; To demonstrate the possibility and necessity of establish of rural schools,school features based on understanding of featured the theory and educational content,combining with analysis of reference of the typical featured school casescomprehensively and detailed. To explore the sense of feature the school building forpersonality and comprehensive development of rural students. To reveal the problem of characteristics of rural school construction problems and provide the solving strategiesfor rural schools construction by analyzing Rural and rural schools through multi-angle.
