Nowadays, more and more countries are facing the big problem that is the low birth rate. In the USA, because of people delaying marriage and the high rate of divorce or other reasons, more people choose to have only one single child. China having fewer children in family should mostly due to the one-child policy. Though the reasons of the low birth rate are different, as a matter of fact, it has been the reality that no matter China or the USA, are already and will be in an era of low birth rate for a long time. Because the number of children in families is small, every child can share more care from parents. In this situation, if there are any differences between the parents from different cultures backgrounds, what the differences are. In this study, the researcher used the PARI questionnaire which are designed by Americans and amended by both researchers from the two countries, we succeed to collect a total of469questionnaire. The questionnaire data were statistically analyzed to understand the parents’rearing attitude. This essay will show the result through two parts, one is horizontal comparison that is to compare what the views of parents from two countries on the same issues. The second is to analyze what factors will affect the parents’ rearing attitude, such as the gender, education level, income, the sex of their child and the other relevant background variables. Through these pathways and analysis, this study reached the following conclusions:1. Both parents agree that they should establish a good parent-child relationship and care what children care, cindering their opinions when making family decisions. Most parents are against the behavior to make child obey what parents said, but agree children should follow the rules in family.2. Compared to American parents, the rate of Chinese parents who take care of their children is low, and more grandparents. Chinese parents pay more attention to educate the children, such as toilet training, filial the character, knowledge, and skills training.3. Gender, age of American parents influences their views of rearing children. That is mothers disagree more to send her children to kindergarten. The older the parents are, older parents are more opposed to begin the toilet training early, and even more opposed to "the children will soon fund there is no one wiser than their parent".4. When it refers to Chinese parents, the education level, gender, whether single child’s of children influence their views of rearing children. Higher level of education of parents is more opposed to toilet training early, and more opposed to "let children evade those things making them suspect their parents" Women are opposed more to the adult live with their parents; agree less to "children will soon find no one is wiser than parents". Female agree more to considering children’s opinions when making family decisions. The single parent agrees more to children should accept three years kindergarten educations. Girl’s parents agree children should learn one skill at least before primary school more than boys’. They are opposed more to the adult live with their parents.
