As time goes into the21st century, economic globalization, science and technology rapid development and international competition make human resources the most active factor in productivity, esp. exiguous high-level talents. And it plays a more and more decisive role in a country’s or a region’s integrative competitions. It became a significative topic of the times how to organize and make full use of high-level talents effectively in the social and economic development, and of course the high-level talents encouragement naturally becomes the most important issue.The key target of this article is high-level talents, and its focus is high-level talent encouragement of Shenyang. The beginning of the article defines what high-level talents are creatively, combining with the present stage of economic development as well as the actual high-level talent quantity and quality of Shenyang. At the same time, it summarizes the characteristics of high-level talents and the relationship with economic development in Shenyang. On this basis, this article analyzes the present situation of high-level talents in Shenyang, and presents the existence of contradictions among high-level talents of all kinds. In this study, the author finds the weakness of high-level talent encouragement because of the laggard concept, the weak creativity, the lack of powerful support system and the disadvantageous growing environment for high-level talents. At the same time, there were many problems in innovation, for example, the policy of encouragement lacks systematicness, cooperation and individual needs analysis; the evaluation to achievement of high-level talents is not scientific enough; there is insufficient attention to the emotion of high-level talents; interregional cooperation system needs to be strengthened. With some first-hand information by inquiring and communicating with high-level talents, and some second-hand information related to theoretical works at home and abroad, I put forward some related suggestions and views, aiming to provide some references for the establishment and improvement of the high-level talent encouragement system of Shenyang. |
