Based on the investigation case of Cong Yang county in HuBei province, the paper is aimed at investigating the layout change of compulsory education school in Cong Yang county, which to analysis the reasons and the micro initiatives of the layout changes. Moreover, the paper introduces the specific strategies.The paper is divided into five parts. The first part is putting forward the problems. This part introduces the study objects、 research meanings、 literature review and the ways of research. The meaning of the study is that based on the investigation of the county education and its layout of compulsory school to analysis the existing problems and countermeasures. Then the research results is aimed at promoting the rational distribution of schools, which finally improve the school layout innovation and development by providing reasonable proposals.The second part of the paper shows the changes in motivations of the adjustments on conpulsary school layout in Cong Yang county. The main four changes are:1)from education insurance to education equity.2) from insuring the children’s education chances to insuring the high quality of compulsory education.3) from the government-led to public opinion-led.4) from passive decision-making to rational choices.The third part of the report is the main content, which introduces the micro strategies and measurements on the adjustments of compulsory school layout in Cong Yang county. The Cong Yang government has made several macro policies based on its advanced experiences. The policies are:l) clarify the government responsibilities and design the education development plans through the innovations of education system.2) make reasonable plans about education construction and scale, which aims at explore the a good whole program of school layout adjustment.3) investigated the advantages and disadvantages of the present school layout adjustments widely and deeply. The response to popular will is important to design a better school layout adjustment.4) to promote the development of education by adjusting the school lay our. It important to clarify the corn concept of education priority and the combination of education and economic development.The fourth part of the report is about the junior high school layout adjustment in the process of urbanization. Upon the require of the state regulations and the true current situation of county education, the Cong Yang county has increase the reform intensity. Urbanization is also the key reason the policy making. The urbanization school development has show the basic effects. Fist the schools in the county are all builded in town. Secondly the urbanization school development has set up a democratic and efficient leading group,which also construct a better and harmonious interpersonal. The reform effects also contain the construction of dynamic and positive teacher groups. Thirdly the reform has improved the quality of teaching and helped the backward students. Finally the reform has promoted the development of a health and positive schoolyard culture and gain many realistic and distinctive research results.The fifth part of the paper is mainly to introduce the integration of inter-school on primary school layout adjustment in Cong Yang county. The practice has proved that the reform has gained great effects and good social repercussions. Firstly it promotes regional education fair in maximum extent. Secondly it mobilize teachers’ enthusiasm for work and the students’enthusiasm for study. Finally it improve the quality of teaching.
