With the new series curriculum reform to be deepen, the requirements of teachers’literacy and professional capabilities are improving in the field of basic education. Toreach the high quality of basic education, there are new requirements for teachers’literacy and training aim. How to evaluate a teacher’s literacy, and how to evaluate ateacher’s professional capability? The comprehensive, reasonable and operablestandards are required to improve teachers’ discipline. The standards of professionalknowledge and capability for the teachers of elementary school of Dalian that is fit tosituation of education and promote the criterion of discipline.There are many methods were adopted in the studying process,such as literatureresearch, classroom observation, questionnaire, interview, discussion. The commonstandards are adopted in most countries and regions and the professional standards arerarely adopted basing on domestic and international journal, the principle of establishingstandard in the developed countries was consulted in the project. In order to understandthe basic situation and the actual level of the teachers in this area, understand the gapbetween it and the national curriculum standards in the teachers, teaching and learningrequirements, we did the survey of urban and rural elementary school mathematicsteachers’ professional knowledge and professional capacity of the status for the standardresearch and development foundation, and it provide a realistic basis for all levels ofthe standard division.With the systematic analysis and careful study, the basic frame of standard systemon the standards of professional knowledge and capability for the teachers of elementaryschool of Dalian. Then the professional knowledge for the teachers of elementary andthe professional capability for the teachers of elementary school are expoundedrespectively. The knowledge and capability are divided into several standard points, andthe standard point are divided into several operational points, and the operational pointcontain three levels which are qualified, good and excellent, that made the standardhave purpose, operability and test. Among them, the establishment of the “qualified”level indicators based on national laws, code, program files and “mathematicscurriculum standards” and so on, it is must be the basic requirements or limitations isengaged in the primary school mathematics teachers’ profession. The establishment of“Good” and “excellent”level indicator is the objective requirements of a combination ofthe region level of mathematics teaching situation and development, is the reasonable standard which the professional development of teachers has guiding function and wereformulated according to the primary school teachers in the area of the middle and upperlevels and subject leaders levels.
