In the "CPC Central Committee and State Council on deepening education reform and promote quality education decision" clearly stated:"good physical health among young people for the motherland and the people with the premise, reflected the vitality of the Chinese nation, the first school to establish a healthy idea." In order to better meet the specific requirements of quality education, in July2001, China’s Ministry of Education promulgated primary and secondary schools in the country’s provinces, and the pilot "Sports and Health curriculum standards.""Curriculum standards" are based on the quality of education and the "Basic Education Curriculum Reform Program (Trial) of the spirit, combined with our primary and secondary health conditions and physical characteristics of the different ages of the students raised on sports and health knowledge and ability, content and method, values and inner feelings, and other basic direction.In this paper, literature, statistics, questionnaire survey, expert interviews and other research methods, the mainland city of Shenyang, middle schools of students and teachers staff conducted a systematic survey of Shenyang School of Physical Education, Teaching and learning situation; the school physical education teachers on physical education curriculum and teaching reform, the level of understanding; the school leadership team’s understanding of school physical education degree and supportive attitude; physical education problems that exist in and the cause of the problem; of Shenyang City in recent years in high school physical education work and the basic status of the investigation to analyze the situation, from which sum up the reasons described in the work of high school physical education in Shenyang development path. Analysis of the results from the survey can be seen, Shenyang administrative departments of education and the school leaders and some schools of physical education teachers, implemented by the Ministry of National Education "Sports and Health" course, although the significance of a certain level of understanding, but in the process of implementation and the implementation and to achieve another level of understanding, lack of implementation of the ideological "Sports and Health" curriculum initiative and urgency. Physical education teachers towards the awareness level of school physical education is gradually deepened, but there are also some general direction for the entire physical education reform unfavorable factors. The school physical education requirements and hardware environment, and school sports in the degree of government support in other provinces with the national, regional contrast, there are still some gaps in them. Throughout the survey also found that58schools participating in the survey in each school for the management of physical education is not perfect, leading cadres of the school’s physical education ideas are lagging behind, a small number of school physical education class conducted not enough, a serious lack of space, shortage of sports equipment, facilities not complete, physical education funding far less than the corresponding provisions of relevant indicators, most of the physical education teacher salaries are too low, students learn the low interest in sports, attitude indifference, lack of sports knowledge necessary to understand and master, teaching situation very optimistic. These sports do not like the reality of teaching, relevant departments should attach great importance.
