China is a large agricultural country. The state of rural governance is not only related tosocial harmony and stability in rural areas. It is also the precondition and foundation ofnational governance and development. Rural governance is an operating process of publicauthority formed by the state and social forces in the rural society. For different regions orcountries, due to their different social, political and economic conditions, their historicalchanges of mode of rural governance, the implementation and changes of the policies of ruralgovernance are also different. In this process, the farmers’ initiative and the ways ofparticipation are thus different. At present, in order to promote the social development of theirrespective villages and promote the active participation of farmers, China is taking the newrural construction campaign while Japan is taking rural revitalization movement as theprimary mean of rural governance. But facing the national policies and institutional changes,farmers’ participation will be influenced and constrained by various factors, and furtherhinder the effect of the implementation of national policies in the rural community.Based on this, this paper takes the Theory of Rural Governance and Social Capital Theoryas the theoretical basis, takes Jilin Province, China and Okayama City, Japan as theinvestigation objects, combs the main policies and institutional changes in rural governance.Based on the comparison of farmers’ participation in rural governance of China and Japan,this study aims to provide references for farmers’ initiative in rural governance of China.Firstly, this paper describes the contents of farmers’ participation, including economicparticipation, political participation, cultural participation and social participation, studies theapproach of farmers’ participation, from the institutionalization of participation andnon-institutionalized participation, and analyzes the form of farmers’ participation, from theindividual participation and organizational participation. Secondly, this paper analyzes thepolicy and institutional arrangements, rural basic structure and the awareness and capabilitiesof farmers’ participation. Finally, this paper thinks that we should change the policies of ruralgovernance, improve the environment of the rural area and promote farmers’ ability.
