Nowadays, how to measure success or failure of the College Management in the process of our country toward the rule of law, the standard has not only the level of management efficiency. The most important thing is whether to maintain and safeguard the interests of humanity. To protect and preserve the individual rights has become the core of the modern spirit of the rule of law. This requires both a relatively complete system design and ancillary proceedings. They need to implement the rule of law in the day-to-day management of concept. In order to exercise the right of university management, the key is to control the management process by the rule of law. Through specification the power’s program of run, making the exercise of the power to follow and comply with the rule of law norms steps and ways to avoid the cause of the arbitrariness of the management and operation of chance and disorder of the situation. Finally, the management practices to achieve the legitimate and efficient results.Because of this, the paper mainly to protect the rights of students as the core of a college student management disputes for the background of reality, analyzes the content, nature and characteristics of the school management rights by the management of meaning.And analyzing the source of the school management rights, the exercise of the scope and student rights is to reveal the conflicting legal issues of school management rights and the rights of students.
