The scientific outlook on development is the fundamental policy of building socialism with Chinese characteristics and also is the guiding ideology for all our work. In order to practise the scientific concept of development, teachers of the Chinese language, considering the reality of the education of China, should base on the development and be people-oriented and comprehensively implement the scientific outlook on the development of Chinese language education based on practice.The scientific outlook on development, which emphasizes "development is fundamental ", is the guide in the Chinese language education. Sticking to the scientific outlook on development is to see essence through the phenomenon using the basic principle of the Marx doctrine and to discuss some of the major issues of principle in the field of the Chinese language education, which has long failed to to clarify, to clear the obstacles in the practice of Chinese language education.From the view of my scientific outlook on development of Chinese language education, a Chinese language lesson is extensively one combined with both spoken language and written language. Its core concept is to "fully enhance the students’ accomplishment of the Chinese language ". Positoning practice as the the most essential characteristics of the Chinese language education is beneficial to resolve the disagreement over "instrumentality" and "humanity" and also helps to integrate all factors in the teaching of the Chinese language. In this way the Chinese language teaching can maintain highly consistent with the Chinese language accomplishment, the language sense development, knowledge dynamism and the training process.Comprehensively improving the students’ Chinese language accomplishment is a process in which they expose themselves continuously to the language and therefore get close to, acquaint themselves with, discriminate, analyze and comprehensively use the language. The scientific development of Chinese language education requires that knowledge and ability be integrated, and it is the same with process and methods and attitudes and values. It also advocates humanistic spirit education and trains students’ real humanistic spirit. Besides, it focuses on fostering people with language, guiding students grow up in the activities of listening, speaking, reading and writing to gain a keen sense of language and advocates changes of ways of studying so that the ways of passive learning, mechanical learning can be changed into ones of active autonomous learning, cooperative learning, inquiry learning in which learning desire will generate; change the mode of style-centered teaching materials to construct a new system in which text learning is taken as its soul, the language knowledge is taken as the basis and ability training is taken as the core so that the situation of the oral communication and writing of language teaching in the school will be improved by arranging separately the reading, writing and oral communication.Chinese language knowledge is the object of practice. It can be divided into phenomenon knowledge, conceptual knowledge and principle of knowledge. Phenomenon knowledge requires a continuous accumulation; the knowledge of Chinese characters is a kind of important phenomenon knowledge and it contains the culture gene of our Chinese nation. Being able to read is the starting point of learning the language, so learning and using Chinese characters is the important task of Chinese language education.In the Chinese language teaching, the most important phenomenon knowledge in the text is in the form of characters. The life knowledge and experiences we can gain from the lines of the text are in the forms of words, sentences, paragraphs, chapters, articles, books. They follow the the pragmatic rules of grammar, rhetoric and logic. Conceptual knowledge is the one that explains and defines the phenomenon knowledge. It helps to interpret the text, so it is enough for the students to know roughly. Principle knowledge is the one that describes and standardizes the behavior of people, so it requires that students master and use it.While listening, speaking, reading and writing should be regarded as equally important, the training of listening and speaking should be taken in appropriate priority at primary school stage. The common basis of listening, speaking, reading and writing is human consciousness, and the common root is the practice of social life. Listening and speaking activities are more closely related to real life. Respecting this fact and respecting the training priority of listening and speaking is respecting the regulation of the Chinese language education.Reading is a basic language ability, and also basic accomplishment of the Chinese language. Read widely and enrich students’ mind with excellent works of all countries to bring us back to spiritual home; create situation and guide to explore the Chinese language artistic charm to optimize the teaching of reading; develop thinking and respect the Chinese language laws to improve the quality of teaching reading.The writing ability, which is an important language ability, reflects the accomplishment of the Chinese language most intuitively. To strengthen the desire to express we should:provide material and be desirable to express; pay attention to observation but more attention to looking for them carefully; pay attention to the importance of reading but more attention to experiencing personally; value expressing but attach more importance to the desire to express. Encourage the display of personality and reduce the requirements for examining the topic; encourage students to think independently and express freely and reduce the requirements for innovation; encourage students to express ordinary life state and reduce the requirements for the rules to encourage students write impromptu.To enhance the students’ Chinese language accomplishment we should contact life, break through subject barrier, broaden the students’ vision and improve systematically the students’ writing accomplishment, Chinese knowledge accomplishment, language ability to lay a solid foundation for the students’lifelong learning.
