With the acceleration of urbanization, the original dualistic systematic alpractice of the urban and rural areas is increasingly clear, the urban and rural dualistic education system also seriously restricted the fairness and development of the urban and rural education. To promote the integration of the urban and rural education is to meet the needs of the construction of urban and rural integration, also the process of implementing the "national long-term education reform and development program planning for (2010-2020)". The integration theory and practice of the urban and rural education has important practical significance for promoting the integrative construction of urban and rural education. On the base of the sorting out and analyzing the related literature and mode of practice case, the study adopts the historical research method and conceptual analysis method, which logicaly deduced the impressive connotation of the integration of the urban and rural education:that is a whole comprehensive developing education thinking concepts; Its education values is a kind of pursuit of the unification of fairness, quality and efficiency; It has a diversified and progressive developing education ecology concepts. At the same time, this research based on reality and points out the three big error and three big barriers of the integration of the urban and rural education construction, and puts forward countermeasures for the construction of the urban and rural education integration:one is the coexistence as the theoretical guidance for the integration of urban and rural education construction; the second is conducting surpporting reforms to break bottlenecks of the urban and rural education binary system; Three is to develop of small urban and rural education, promoting two-way communication of urban and rural; Four is schools launching understanding education activities for urban and rural areas, spaning the barriers of urban and rural cultural.
