《The implementation measures to provide free education to education students at normal universities directly under the Ministry of Education》(on trial) is put in practice in six normal universities directly under the Ministry of Education, such as Northeast Normal University, Central China Normal University, Southwest University, Shanxi Normal University, East China Normal University, Beijing Normal University. And it is carried out in the fall semester of2007.Provisions called for graduates of free education from normal colleges and universities back to the primary and secondary schools of Origin provinces of Student to teach. The provincial education departments have to provide these graduates manning quotas and jobs. The terms of this provision may make the normal school students have sense of security. Part of the low grade normal students free policy relevant terms a mistake, together with Normal free education policy specifics not clear explanation, which causes a few students have "idles learning" psychological and behavioral phenomena, such as, treating learning carelessly, slacking off,dealing with settles, long liveing60scores, lacking motivation to learn, waiting for allocation, idle learning and so on. Starting from the "idles learning" phenomenon of tuition-free normal college students.This thesis take the "idles learning" of a handful of tuition-free normal students of Institute of Physical Education in Huazhong Normal University as the commencement, and then explored the reasons of "idles learning" through the documentation, questionnaire survey, personal conversation and so on. Selecting the part of the free normal as the object of investigation to explore the emergence of " idles learning"phenomenon:the students mostly in adolescence, belonging to the only child, They have unique characters with instable emotion. Plus the lack of long-term career aspirations of teaching as well as no pressure from employment, which affect the way they treat their studies. These are the Students’ individual factors. The school deal with students career planning education lacking of individual treatment. And the teacher’s teaching methods do not coincide with students’ psychological and physiological characteristics do not coincide, a few students, some courses offered by the school satisfaction. Finally, the specific rules for the operation of the Free Education policy is not clear enough, and a few students have the cognitive biases of certain provisions of the agreement, learning inert increase. In view of the "idles learning" phenomenon of tuition-free normal college students, this paper puts forward specific proposals and measures from individuals level, schools level and the state level. It also provides some constructive suggestions to formulate countermeasures for normal students of free education and provides the reference to improves relevant measures and methods for relevant departments of schools.
