Has been the country attaches great importance to the "three rural issues" problem, farmerproblem is the core of the problem of "agriculture, rural areas and farmers", the income problemis the core of affecting the development of farmers. To solve the problem of income, farmers’employment is very important. To promote farmers’ employment, the transfer of surplus laborforce is the key. Shandong province rural women labor compared to men, there are many barriersin system and education. To promote the effective transfer of rural female labor force, we shouldstrengthen the education of rural female labor force training and improve the quality of thefemale labor force to increase the employment.This article adopts the method of questionnaire investigation and literature research. thetransfer of rural female labor and education training in Shandong province were studied.Themain contents are as follows:The first chapter is introduction, introduced the paper selected topic reason, carding literature,straighten out the research train of thought, and for defining the relevant concepts.The second chapter is the rural female labor force transfer and its theoretical basis foreducation and training, mainly introduced the theory of dual economic structure, Gustav Ranisand John Fei theories, Todaro theory, Conrad’s "push-pull" theory, social gender theory andHuman capital theory.The third chapter is the female labor force transferred from rural areas in Shandong provinceand the present situation of the education and training analysis, analysis of the basic situation ofthe female labor force transfer in Shandong province and the situation of the education andtraining.The fourth chapter is the rural female labor force transfer in Shandong province and thefactors restricting the education training, mainly from the channels of information, ideas, level ofeducation, gender, marital status, labor rights, training funds, training content and training form,etc were analyzed. The fifth chapter is to promote female rural labor transfer training in Shandong provincecountermeasures and Suggestions. Mainly to provide policy support, safeguard the legitimaterights and interests; Strengthening ideological education and updating concepts; Establishemployment information service platform, open channels of information; Set up the system ofurbanization and labor transfer promote each other; To strengthen general education; Strengthenthe skills training; According to the region and feminine features, mainly adopts nearby transfermode; According to the women’s living conditions, form the long-term education and short-termtraining pattern of combining.
