To solve the problem of rural labor transfer training, improve the level ofemployment of the rural labor force, thereby increasing the income of the rural labors, isto eliminate the urban and rural "two element", an important measure to reduce theincome gap between urban and rural areas, is the new rural construction and promotesociety harmonious development important topic. Eighteen major report clearly pointedout,"to strengthen the occupation skill training, enhance the employability of workers,enhance the stability of employment". As a big agricultural province, Shanxi by the endof2012, non agricultural labor force11719900of the resident population, agriculturallabor force23267300people, rural labor transfer delay, hinder the rapid development ofall aspects of the economy, culture.Over the years, Shanxi Province issued a series of provisions on the transfer ofrural labor force training, and achieved remarkable results, effectively promote ourprovince rural problem solving. With the development of industrial upgrading andtransformation, the new requirements put forward to strengthen the transfer of rurallabor force, the transfer of rural labor force training is urgent.Summarizes the distributed240questionnaires,226valid questionnaires, theeffective rate was94.17%, by the analysis of the questionnaire, the status quo and thetransfer of rural labor in Shanxi Province training problems were analyzed, includingthe lack of government lack of relevant legislation, lack of supervision and evaluationmechanism, insufficient capital investment. Inadequate training institutions mainlyinclude the lack of availability of training content, training mechanism is lack offlexibility. The shortage of rural labor itself, is mainly the rural labor force to participatein the training of the concept of conservative.In reference to foreign classical training mode, this paper argues that the currentShanxi province to effectively solve the existing problems in the training of rural labortransfer, rural labor force need to be government, training institutions, the parties havepaid great attention and support. From the point of view of government, the governmentshould perfect the laws and regulations, to broaden the financing channels, to constructthe evaluation system, to create a good atmosphere, and strengthen organizationalleadership. From the aspect of training institutions, practically enhance the training content, enrich the forms of training, strengthen teachers, establish feedbackmechanisms sensitive. From the rural labor itself, should as soon as possible thetransformation of the training concept, training participation and strengthen their ownbasic quality. Only through the continuous efforts of all parties, it may ultimatelyimprove the transfer of rural labor force training effect this goal.
