The building of teachers for basic education in rural areas is the fundamental guarantee of the development of basic education in rural areas. Teacher’s compensation system is the key to the construction of teachers for basic education in rural areas. But Basic education teachers in rural areas currently are facing the low pay, difficult conditions, and knowledge of aging, tremendous pressure reality. Which led to the irrational structure of teachers in rural areas, poor stability, current aggravate a serious shortage of qualified teachers, difficult to introduce talents and increasing the development gap between urban and rural education. It seriously impact on the education fair. Tracing the source, the fundamental factors that lead to this series of questions is rural basic education teacher’s compensation system.Therefore, the authors recalled and review the founding of our country so far the success or failure of the five rural basic education teachers’ compensation system reform, inspection and research of the successful experience of the developed countries of the United States, the United Kingdom, Japan, through literature research, interviews, surveys and other means, based on the related compensation theory, combined with my work practice nearly a decade as rural teachers, empirical rural basic education teachers in Gangu County, Gansu Province, studied the teachers’compensation system of basic education in rural areas. The paper Concluded that the main problems of Gansu rural basic education teachers’compensation system are:the legal system is not perfect; the policy has not fully implemented; unreasonable compensation design; protection mechanisms are inadequate.Address these issues from both theoretical and practical aspects of in-depth thinking and analysis, and proposed strategies and recommendations to solve:a clear legal status and identity of the teachers; rebuilding the fair value of education policy;accountability mechanisms;increase the enforcement of laws and policies; implementation of pay-for-performance system for fairness and efficiency should; reform of basic education teacher management system; social security mechanism to improve the rural basic education teachers. Hope that the research results can be a reference to the reform of Gansu rural basic education teachers’compensation system.
