Developing the country through science and education, basic education is the foundation project. Equalization of basic education between urban and rural aims to provide balanced education resources and opportunities for all the chidren. Basic education is one of the public service, so that the development of equalization of basic education will promote the equalization of basic public services. Anhui provincial government attaches great importance to the development of basic education. They launched the strategy of balanced development of basic education, which has made remarkable achievements. However, Anhui is a large province of agriculture, the existence of the urban-rural dualistic structure leads to dualistic character of basic education, which not only violates the social justice, but also hinders the coordinated development of society as a whole, so the research on equalization of basic education between rural and urban in Anhui is important.This research is divided into six chapters. The main contents are as follows:The first chapter is the introduction part, including the background and significance of the topic, the domestic and international research, research contents and research methods.The second chapter elaborates the related concepts and theoretical basis, mainly defines the concept of urban and rural, basic education, basic education equalization, the index system to measure the equalization of basic education, the public product theory, welfare economics theory and justice theory.The third chapter analyses the present situation of urban and rural basic education. In this chapter, urban and rural primary and secondary school education as the sample data, processing of data and analyzing the achievements and existing problems of basic education from three angles of the funds, school and teachers conditions. The study use Theil index to measure the equalization of basic education and come to the conclusion that the development of urban and rural basic education is not balanced. The fourth chapter analyses the reason of the non-equalization phenomenon from the legal, institutional, policy.The fifth chapter introduces the foreign countries in promoting the development of equalization of basic education in practice.The sixth chapter combines the question and the reason above, and puts forward some proposals to promote equal basic education between urban and rural in Anhui. These proposals are to increase fund, improve the conditions of school and teachers.
