Nowadays, the compulsory education is developed in a highway in our country, however the development between urban and rural is imbalance, which showing a trend that the education gap is expanded gradually over time. This phenomenon led to a series of educational and social problem that has seriously restricted the processing of education fair in our country. Many studies have shown the main reason of education gap between urban and rural areas become widening is that the unbalanced distribution of teachers and the lack of quality teachers in rural areas.In order to shorten the education gap and to lessen the craze for choosing top schools which prevalent in our society, the urban and rural schools Group came into being. It plays an active role in promoting the integration of urban and rural education. By means of operating school by group, an interactive platform which is propitious to communication between urban and rural schools can be established and the coverage of quality education resources also can be expanded. This is a practical way to balance the allocation of teacher resources and to shorten the education gap between urban and rural areas.Since2010, Qianjiang District has carried out a project of make urban and rural schools "tied up for development ", and operating school by group, by urban schools assistance to rural schools, to enhance the overall education quality. With the help of platform established by school group, Qianjiang national primary school is setting up a teacher resources allocation mechanism which is good to communication, cooperation, and balanced development. By taking special measures in teacher supervision, flowing of talented teachers, teacher training and policy guarantee, it plays a positive role in balancing of urban and rural school teachers.Though In-depth understanding of teachers’ balanced mechanism established by the Qianjiang national primary school group, and combine the current situation of imbalance of Qianjiang District Teachers, this essay will analyze the role played by teacher balancing mechanism and the existence problem. By starting from the government、society、members of the Group and individual teachers, this essay is trying to straighten out the duties and powers of the various stakeholders in the group sponsoring and explore how to improve the group of school teachers balancing mechanism in the urban and rural schools Group, propose a solution to narrow the development gap of urban and rural education, so as to promote the balance development of urban and rural compulsory education.
